SUNY Potsdam & SUNY Canton Host Regional ‘Harnessing Systemness’ Conference

SUNY Potsdam and SUNY Canton will host colleagues from State University of New York campuses across Northern New York tomorrow, for “Harnessing Systemness: Regional Discussions on Efficiency and Excellence.” This event is an opportunity for regional campuses to learn from neighboring institutions and foster greater collaboration.

Shared Services

SUNY Vice Chancellor for Financial Services Brian Hutzley will attend the conference and speak about the nationally recognized success of shared services between SUNY Canton and SUNY Potsdam.

“By sharing services with other campuses in the region, every SUNY college and university in New York has put itself in a better position to do more for its students,” said Chancellor Nancy L. Zimpher. “From sharing online tutoring programs and clinical training facilities to collaborating on purchases and course offerings, SUNY campuses have embraced this initiative with commendable action.”

Tomorrow’s regional discussion will include campus-specific examples, as well as breakout sessions covering strategic areas, so peers from an array of institutions can discuss ideas to successfully share services.

The conference will be offered at SUNY Potsdam, and will be held in the Barrington Student Union Multi-Purpose Room from 9 a.m. to 1 p.m., and will move to Kellas Hall from 1 to 4 p.m.

The schedule is as follows:

  • 9 to 10 a.m.: “From Roots to Results: The Canton-Potsdam Story,” keynote presented by shared Vice President for Finance and Administration Natalie Higley.
  • 10 a.m. to noon: Presentations on shared services at SUNY Canton and SUNY Potsdam, featuring employees from the business affairs group for both campuses.
  • 1 to 1:30 p.m.: Welcome and introductions with CFO Hutzley and SUNY Potsdam Interim President Dennis L. Hefner.
  • 1:30 to 2:30 p.m.: Breakout sessions
  • 2:45 to 3:15 p.m.: Discussion on breakout session outcomes
  • 3:30 to 4 p.m.: Closing remarks

SUNY’s shared services initiative is an opportunity to provide greater efficiencies and improved services to our students. Through a series of strategic priorities and projects SUNY’s will enhance the core academic and student services missions of our campuses by redirecting resources to them from administrative and non-instructional functions, thereby allowing campuses to devote resources toward achieving the goals of student access, completion and success.

“Harnessing Systemness: Regional Discussions of Efficiency and Excellence” are events are designed to bring together campuses from the same geographic regions to in order to provide them better understanding of the shared services initiative, celebrate progress, share best practices, discussion challenges, and foster a collaborative culture across SUNY. The goal is to provide campuses with basic information about the initiative, and through the use of facilitated breakout discussions, provide participating campuses with an opportunity to learn from each other.

The immediate measurable goal of SUNY’s shared services initiative is the savings and reinvestment of $100 million over three years. To date, SUNY has identified more than $20 million in redirected savings, including new faculty hires, financial aid programs, scholarships, tutoring and academic advisement.

SUNY Potsdam and SUNY Canton are sharing services in areas such as purchasing, budgeting, accounts payable, travel and information technology. They also share a chief information officer, chief of police, assistant vice president for human resources, environmental health and safety director, veteran’s affairs officer, interlibrary loan specialist, upholsterer and other positions.

The National Association of College and University Business Officers (NACUBO) has chosen SUNY Canton and SUNY Potsdam to receive the 2013 Innovation Award for their shared service achievements.

The award recognizes higher education institutions for demonstrating excellence in process improvements and resource enhancements. Under the leadership of joint Vice President Natalie L. Higley, the two Colleges have realized significant administrative efficiencies and financial savings by sharing services and positions. Higley accepted the award at the NACUBO annual meeting in July.

“I am honored to have been nominated by Brian Hutzley, SUNY vice chancellor for financial services and chief financial officer, for this prestigious award,” said Higley. “This is a major recognition for the team involved in the shared services between the two campuses, and without their tireless work and dedication, the achievements we have made would not have been possible. A heartfelt ‘thank you’ goes out to my fantastic team.”

The two colleges are sharing services in areas such as purchasing, budgeting, accounts payable, travel and information technology. They also share a chief information officer, chief of police, assistant vice president for human resources, environmental health and safety director, veteran’s affairs officer, interlibrary loan specialist, upholsterer and other positions.

“We could not be prouder of all the staff involved who worked so hard to make this an award-winning program,” said SUNY Canton Acting President Joseph C. Hoffman.

“This national award is a fitting recognition of the innovative collaboration that has taken place between SUNY Potsdam and SUNY Canton in sharing resources, personnel and expertise,” said SUNY Potsdam Interim President Dennis L. Hefner.

To ensure continued success of the program for the next several years, the two presidents recently signed a memorandum of understanding that outlines a mechanism for reviewing future shared services proposals, with a focus on transparency and collaboration. The agreement also ensures that measurable indicators of success will be in place to guarantee ongoing evaluation of service quality and impact on each campus.

SUNY Canton Supports New SUNY Budget Model

Following a statewide SUNY conference call and a joint leadership meeting with SUNY Potsdam, SUNY Canton Interim President Carli C. Schiffner expressed support for SUNY’s proposed budget allocation model and the future of the colleges’ shared services efforts.

“SUNY Canton’s incredible growth over the past several years would be extremely beneficial under the new proposed budget allocation model,” President Schiffner said. “Under the new guidelines, we would benefit from that growth and be funded more appropriately for a college with an enrollment that has grown to approximately 3,800 students.”

Shared Services

President Schiffner also noted her optimism overall when the new budget model is combined with the savings the College anticipates through continued shared services efforts with SUNY Potsdam.

“Our Chief Financial Officer Natalie L. Higley has done a masterful job in recognizing and creating opportunities to save money through shared services efforts and sound business practices,” said Schiffner. “The recent praise she received at our latest College Council meeting from SUNY Central CFO Brian Hutzley highlighted many of those accomplishments. We anticipate both colleges will continue to take advantage of these savings as Natalie and the respective leadership teams continue to initiate shared resources. ”

President Schiffner pointed out that in addition to SUNY Canton’s enrollment growth benefits, the College will target future growth in the fields of science, technology, engineering and math. Those areas were identified in SUNY’s proposed budget allocation model and correspond well with the College’s engineering and technology programs.

“The new budget model is ideal for the growth of programs within our Canino School of Engineering Technology,” said Schiffner. “In the past few years, we’ve added several new bachelor’s degrees in these areas, so we are effectively aligned to benefit from this model.”

SUNY Canton Announces New and More Efficient Administrative Structure

SUNY Canton Interim President Carli C. Schiffner today announced several departments and offices were realigned within the College’s organizational structure to better support priorities including student retention, strategic enrollment management and efficient shared services.

Some of the major changes under the new organizational structure include Athletics moving back to Student Affairs, Information Services and University Police shifting to College Administration, and Online Learning and Admissions moving under Academics.

“Canton has been a leader in SUNY’s system-wide shared service initiatives, and today’s realignment by President Schiffner mirrors our broader efforts to streamline administrative overhead so our resources can support student services and institutional priorities,” said Brian Hutzley, vice chancellor for financial services and chief financial officer for SUNY.

“These changes will result in a more effective organizational structure that will allow SUNY Canton to better address its issues and priorities moving forward,” President Schiffner said. “The restructuring of these areas will allow us to focus on student success and better align us with the model of both our SUNY counterparts and colleges and universities around the nation. This is part of the evolution of Canton as we look to continue our remarkable progress.”

Schiffner mentioned the College’s increased focus on academics and student completion as well as future opportunities to continue saving money through shared services. Last month SUNY Canton and SUNY Potsdam announced more than $1 million in shared services savings, and Vice President for Administration Natalie Higley expects those efforts to continue to benefit both schools.

“SUNY Canton and SUNY Potsdam have worked hard together to consolidate administrative services, become more efficient, and direct a larger percentage of funds toward the education of our students,” said Higley, who works for both colleges and is an example of the new shared services model. “We’ve already seen progress in areas such as payroll services and information services, and we look forward to continuing to standardize our processes and procedures for future savings.”
