231049-00 Clean Energy Master Plan

The Climate Leadership and Community Protection Act (CLCPA), enacted in 2019, includes a requirement for New York State to reduce statewide greenhouse gas emissions by 85 percent by 2050. Given its size, SUNY will need to play a large part in helping the State achieve these goals. In an effort to facilitate a comprehensive planning effort, the State University Construction Fund has partnered with NYSERDA to become the lead grantee on behalf of the state-operated campuses and statutory colleges to conduct Clean Energy Master Plans (CEMP).

These CEMPs will provide the campus a roadmap to achieve the CLCPA goals, with supporting information to identify and recommend building upgrades and improvements to reduce energy use and carbon. The plans will assess heating plant level efficiency improvements, load reduction strategies, beneficial electrification, and discover opportunities to decarbonize heating and cooling. The CEMP will include multiple financially viable, realistic scenarios, and a multi-year phased approach to implement the plan.
