Carl completed his third year as an adjunct instructor in the Sports Management program in 2026. Carl teaches courses that lead to micro credentials and high school coaching certificate and officiating certificates. Carl teaches Philosophy, Principles, and Organization of Athletics in Education, Theories and Techniques in Coaching, and Sports Officiating.
Carl was one of the most respected administrators in New York State. Serving as the Executive Director of Section X Interscholastic Athletics since 2001, Carl was known to never miss a detail and brought great integrity, leadership and dedication to everything he did including when he served on committees that had statewide objectives.
During his career, he successfully developed section leadership summits and academies, centralized locations for Athletic Placement Process (APP) testing, developed a plan for regional schedules, and coordinated all sectional competitions and taught coaching courses in the section.
Prior to serving as Executive Director, Carl was a physical education teacher, department chair and athletic coordinator at Salmon River Central School District (Section X) following
a tenure as athletic director at Our Lady of Pompei School/Northside Junior High School in Syracuse. Additionally, he was an adjunct professor at SUNY Cortland where he taught adapted physical education courses and outdoor adventure programming. Carl also coached various high school sports during his professional career.
Normandin earned an associate’s degree at SUNY Cobleskill, then a bachelor’s and a master’s degree at SUNY Cortland, and a certificate of advanced study from SUNY Plattsburgh.
In addition to his numerous administrative honors, Carl is a USCA National Marathon Canoe/Kayak Champion, a member of the US World Marathon Canoeing Team, and a NYCRA & USCA Canoeist of the Year honoree.
